The package also expands counterintelligence protections against foreign actors targeting cryptographic research. Here is why you should care: The US government just revised its own risk timeline downward. The previous 2031 deadline binds federal systems, but the threat behind it does not wait for one. Harvest Now, Decrypt Later (HNDL) is the practice of collecting encrypted data today to decrypt once quantum capability matures. It is active now. If your organization holds data that must stay confidential past the next few years, the question is no longer whether to assess your cryptographic exposure. It is when.
