The only way we could determine with high confidence whether two sentences mean different things is appeal to information OUTSIDE the sentence; this tells you that knowledge of any utterance's total meaning requires knowledge outside the text, including in many (not all) cases direct experience of or access to the real world. Language is best understood as a gesture towards states of affairs in the world, and very often the meaning of the gesture is underdetermined. But it exists, and it was intended by some conscious language user at some point.
